website needed

I am looking to launch a new site that requires some 'complex' operations and also it needs to be secure as the site will be holding personal information and carrying out transactions. I will also need a designer to work closely with the programmer. I know how I want it all to work and I also have a ideas for the layout and colour scheme. Ideally it will be a company that is based in the Liverpool area as that would make meeting up to discuss things a lot easier for myself.
